H.R. 3845 address the most controversial provisions of the USA Patriot Act, due to expire at the end of 2009. These practices (which include roving wiretaps, "lone wolf" surveillance, and the power given to law enforcement to seize business, medical, and library records) have eroded civil liberties while proving ineffective in promoting National Security.
